Philippine offensive targets key terror suspects (AP)

MANILA, Philippines ? Philippine bomber planes and troops have assaulted a stronghold of al-Qaida-linked militants in a new offensive targeting a key terrorism suspect in Southeast Asia.

Regional military spokesman Lt. Col. Randolph Cabangbang says troops found the bodies of three unidentified militants after the assaults Sunday in the Abu Sayyaf group's mountain stronghold near Indanan town in southern Sulu province.

Police Chief Inspector Amil Baanan says the targets of the offensive included Malaysian Zulkifli bin Hir, also known as Marwan. He is a U.S.-trained Malaysian engineer long hunted by U.S. and Filipino authorities for his alleged role in past bombings and other terror attacks.

Washington has offered $5 million reward for the capture or killing of Marwan.

Change in succession rule may help girls to throne (AP)

LONDON ? First came love, then came marriage. But what if ? someday ? it's a girl in Kate Middleton's baby carriage?

If she's the royal couple's eldest child, new rules could push the princess to a prime place in history: the first girl to accede to the throne and beat out any younger brothers.

The Commonwealth countries agreed Friday to change centuries-old rules of succession that put male heirs on the throne ahead of any older sisters, following nations such as Sweden, Belgium, the Netherlands and Norway that have scrapped male primogeniture.

The move is a baby step ? the changes must still be approved by the legislatures of the 16 nations where she is head of state before they could take effect ? but is seen as a triumph over outdated, sexist practices.

April's lavish wedding of Prince William and Middleton ? now known as Catherine, Duchess of Cambridge ? renewed a decades-long debate over succession.

Middleton has rarely spoken about her plans for married life, but she did tell a well-wisher in Canada this summer that she hopes to start a family. William has said the same.

Once her honeymoon was over, baby talk started, adding urgency to the dialogue, although officials insist that talk of a pregnancy is premature.

Historians think it's about time the rules of the monarchy caught up with the times.

"You shouldn't muck around too much with the constitution, but it's a good idea to change this at this time," said royal expert Hugo Vickers. "It's much better to have it sorted out before any babies come along."

The thorny issue of changing succession rules has been an on-and-off topic in Britain, but has never been resolved.

The review started before William married commoner Kate Middleton in April.

William is second in line to the throne after his father, Prince Charles, who is the queen's first-born child. Charles' sister Anne is lower in the line of succession than her younger brothers Andrew and Edward by virtue of their male gender.

Charles, in turn, had only sons, William and Prince Harry, so the issue of gender was never raised.

The new rules would only apply to future heirs and would have no impact on the current line to the throne.

In 2009, then Prime Minister Gordon Brown's government considered a bill that would end the custom of putting males ahead of females in the succession line, as well as lift a ban on British monarchs marrying Roman Catholics. The government did not have time to pursue it before Brown's left office.

The rule has excluded women from succeeding to the throne in the past. Queen Victoria's first child was a daughter ? also called Victoria ? but it was her younger brother who succeeded to the throne, as King Edward VII.

But Prince William and his wife have been credited with freshening up a staid monarchy, and new succession rules will bring the royals more in line with modern mores in the 21st century.

"In this day and age, why should a royal son be more important than a royal daughter?" said Joe Little, managing editor of Majesty magazine, following the announcement of the agreement reached Friday in Perth, Australia, at a meeting of Commonwealth nations.

The same goes for the decision there to lift a ban on monarchs marrying Roman Catholics ? which critics say is blatant discrimination since royals have free rein to wed Jews, Muslims, Hindus or members of any other religion.

"Britain is no longer the religious country that it once was," Little said. "While not denigrating the importance of religion, it plays much less of a role now then it did 60 years ago."

Still, some Britons remain wary of a Catholic monarch, like 73-year-old Anna Marsh.

"The pope is responsible for some horrors," she pointed out while on a break from cycling in London.

But her biking buddy Jill Gregory, 71, said she was fine with the idea ? and also fully in favor of giving first-born females an equal right to the throne.

"In terms of ability, I don't think women are any different than men," Gregory said, pointing to Elizabeth II and her mother as examples.

Elizabeth II succeeded her father, King George VI, because he had no sons. If she had had a brother, however much younger he was, he would have jumped above her in the line of succession.

Britain's Prime Minister David Cameron had pushed the changes regardless of the difficulties or complexities in effecting them as he prepared for the Commonwealth meeting.

"We need to get on and do it," he said, calling it a matter of equality.

Now that the changes are agreed, New Zealand will chair a working group of Commonwealth countries to discuss how to accomplish the reforms set out Friday.

The 16 nations will need to begin their own individual legislative processes. In the U.K., that means passing and amending several pieces of legislation.

It's not a simple process ? the complexity of getting all of the countries to begin legislative processes is what has held up these changes for decades in Britain and kept the debate from gathering full steam in the past.

However long it takes, Londoner Patricia Wager, 71, said changing the rules would clear up something that in the modern world should not still be an issue.

"It's a good idea, and a long time coming," she said.

Meredith Vieira Guest Stars On Ghost Hunters Tonight, Video Preview!

Look who is making a guest appearance on the SyFy hit show Ghost Hunters, Meredith Vieira. I am both surprised and intrigued this news. Who knew that former Today show host Meredith Vieira has believed in ghost since the age of 9, not me that is for sure but it is a fact my friends. Veteran injured in Oakland "Occupy" protest awake (Reuters)

OAKLAND, California (Reuters) ? An Iraq war veteran badly wounded in clashes between protesters and police on the streets of Oakland, California was awake and lucid, hospital officials and family members said on Thursday.

Scott Olsen, a 24-year-old former Marine struck in the head during Occupy Wall Street protests on Tuesday night, had been upgraded from critical to fair condition overnight.

Olsen, 24, has become a rallying cry for the Occupy Wall Street movement nationwide and Oakland organizers said they would stage a general strike over what a spokeswoman called the "brutal and vicious" treatment of protesters, including the former Marine.

Olsen "responded with a very large smile" to a visit from his parents, Highland General Hospital spokesman Warren Lyons said at a late-afternoon press conference on Thursday.

"He's able to understand what's going on. He's able to write and hear but has a little difficulty with his speech," Lyons said.

He said doctors had not operated on Olsen yet and were waiting to see if swelling in his brain abated.

Olsen's aunt, Kathy Pacconi, meanwhile told Reuters in an email that her nephew was showing signs of improvement.

"I believe he knew his mom and dad were there and tomorrow he'll be really happy to see his sister, Melissa, because they are really close. Hopefully he'll start to improve with her visit," Pacconi said.

Occupy Oakland organizers said their strike, scheduled for next Wednesday, was intended to shut down the city.

'SHUT THE CITY DOWN'

"We mean nobody goes to work, nobody goes to school, we shut the city down," organizer Cat Brooks said. "The only thing they seem to care about is money and they don't understand that it's our money they need. We don't need them, they need us."

Spokeswomen for the city of Oakland and Mayor Jean Quan could not be reached for comment.

Brooks said a general strike was a "natural progression" following a crackdown by the city of Oakland early on Tuesday morning in which protesters were evicted from a plaza near city hall and 85 people were arrested.

Protesters sought to retake that plaza on Tuesday night and were repeatedly driven back by police using stun grenades and tear gas. It was during one of those clashes that protesters say Olsen was struck in the head by a tear gas canister fired by police.

The hospital has confirmed Olsen was hurt during the protest, but could not say how he was wounded. Acting Oakland Police Chief Howard Jordan had told a news conference his department was investigating the incident.

Olsen is believed to have suffered the most serious injury so far in confrontations between police and activists since Occupy Wall Street protests against U.S. economic inequality began last month in New York.

News of his injury ignited a furor among supporters of the protests. Activists in Oakland and elsewhere took to Twitter and other social media urging demonstrators back into the streets en masse.

More than 1,000 protesters moved onto the streets of Oakland again on Wednesday night as police largely kept their distance.

Friends say Olsen had been active in several anti-war veterans groups and had joined Oakland protesters in a gesture of solidarity after learning of the police crackdown there.

Keith Shannon, 24, who said he served with Olsen in Iraq, told Reuters his friend suffered a two-inch skull fracture.

Olsen served two tours in Iraq from 2006 to 2010 with the 3rd battalion, 4th Marine Regiment, Shannon said, adding that he and Olsen deployed together and were assigned to a tactical communications unit.

Murphy hopes 'not to drop the ball' as Oscars host (AP)

NEW YORK ? With four months to go until the Academy Awards, Eddie Murphy is already feeling the pressure about hosting the ceremony.

At the premiere of his new comedy film "Tower Heist" he said he's "excited" about the job but "hoping not to drop the ball."

The film's director, Brett Ratner, is also producing the Academy Awards and approached Murphy with the idea of hosting.

On the comic's to-do list between now and then is to watch some movies.

"What's the front-runner? Who knows?" he asked on the red carpet.

Murphy was nominated for a Best Supporting Actor Oscar in 2007 for his performance in "Dreamgirls" but lost to Alan Arkin.

The 84th Annual Academy Awards are Sunday, Feb. 26, 2012.

Not One Legal Secretary Surveyed Preferred Working with Women ...

Women in the Law

Clarification: When Chicago-Kent law professor Felice Batlan surveyed 142 legal secretaries at larger law firms in 2009, not one expressed a preference for working with a female partner.

Asked whether they preferred to work for male or female partners or associates, 35 percent preferred working for male partners, 15 percent preferred working for male associates, 3 percent preferred working for female associates, none preferred working for female partners, and 47 percent had no opinion.

Ninety-five percent of the legal secretaries who responded to the online survey were women. Most were middle aged and had considerable experience. They came from firms of more than 100 lawyers. Batlan wrote about the results in an article (purchase req.) published by Emerald Insight. Forbes' She Negotiates blog also reported on the survey findings.

Some secretaries elaborated on why they preferred to work for males, with these survey comments:

? ?Females are harder on their female assistants, more detail oriented, and they have to try harder to prove themselves, so they put that on you. And they are passive aggressive where a guy will just tell you the task and not get emotionally involved and make it personal.?

? ?I just feel that men are a little more flexible and less emotional than women. This could be because the female partners feel more pressure to perform.?

? ?Female attorneys have a tendency to downgrade a legal secretary.?

? ?I am a female legal secretary, but I avoid working for women because [they are] such a pain in the ass! They are too emotional and demeaning.?

? ?Female attorneys are either mean because they're trying to be like their male counterparts or too nice/too emotional because they can't handle the stress. Either way, their attitude/lack of maturity somehow involves you being a punching bag.?

? Women lawyers have ?an air about them.?

Some legal secretaries said they didn?t like working for women because they were too independent, Batlan writes. One woman wrote of her male boss: ?My partner in particular tends to forget the little things. I often find myself tailing him as he's walking out the door to a meeting going down a list of things he may need. Oddly, I don't feel like my female attorneys need that kind of attention.?

A sizable minority?45 percent of the respondents?said they did personal tasks for lawyers. Still, most respondents indicated that the concept of legal secretary as ?second wife? is old school, particularly since secretaries typically work for more than one lawyer.

Batlan wondered if legal secretaries? attitudes toward women lawyers is influenced by societal expectations. ?For a woman to serve a man is an arrangement that conforms to and reproduces dominant and traditional, although contested and changing, gender arrangements,? she writes. ?Gender structures tell men that they are entitled to women's help and that women are supposed to freely give it.?

Other possible reasons: Men still have the power in law firms, and legal secretaries want to work for those in power. Or women lawyers may be more abrupt because of tensions created by conflicts between work and family. Or female lawyers may perceive that the secretaries are willing to do more work for male than women bosses, creating frictions.

Batlan suggests that women lawyers may be ?in a double-bind situation.? If they don?t behave like males, they are perceived as too emotional, and if they do act like men, they are perceived as putting on airs.

Other survey findings:

? Nearly 71 percent of the surveyed secretaries said the recession had affected their jobs, and nearly 81 percent said their firms had laid off secretaries. Some now worked for more lawyers, some reported decreased benefits, and some reported no or little pay increases. Eighteen percent had been recently laid off.

? Asked about the traits that make a good legal secretary, many indicated that it was important to control their emotions. One secretary listed the traits this way: ?Gets to work on time, does the assigned work, hasn't murdered a lawyer by the end of her day.?

? The legal secretaries were generally satisfied with their work schedules. Seventy-five percent worked 30 to 40 hours a week.

? Asked if attorneys respected them, 67 percent of the secretaries said they were respected, and 29 percent said ?it depends.?

US envoy: Progress in NKorea talks but no deal (AP)

GENEVA ? An intensive round of talks between the United States and North Korea over Pyongyang's nuclear program ended Tuesday without a deal to resume formal negotiations, but top diplomats from both sides reported progress on the steps that will be needed to finally get there.

The U.S. special envoy to North Korea, Stephen Bosworth, told reporters just after the two-day talks wrapped up that there had been progress without agreeing to a formal resumption of negotiations, either bilaterally on in the so-called six-party format that also includes China, Japan, Russia and South Korea.

Nevertheless, he called it a useful meeting whose tone was "positive and generally constructive."

"There's a long history to this relationship and we have many differences, not all of which can be overcome quickly. I am confident that with continued effort on both sides, we can reach a reasonable basis of departure for formal negotiations for a return to the six-party process," Bosworth said outside the U.S. Mission to the United Nations.

"We narrowed differences in terms of what has to be done before we can both agree to a resumption of the formal negotiations," he said.

U.S. diplomats want North Korea to adhere to a 2005 agreement it reneged on requiring verifiable denuclearization in exchange for better relations with its Asian neighbors. China, North Korea's closest ally, has urged Pyongyang to improve its strained ties with the United States and South Korea.

The North Korean delegation was headed by First Vice Foreign Minister Kim Kye Gwan, who told reporters outside his country's U.N. mission that the two parties hope to meet again before the end of this year.

"Basically, according to our agreement from the first round of the high-level talks, we have focused our discussion on the confidence building measures to improve the North and the U.S. relationship," Kim said.

"During the process, there were series of big improvements, and there were also some parts we had differences in opinion," he said. "We decided to review those and solve them when we meet again."

Bosworth said the two sides would remain in touch through the "New York channel" ? North Korea's mission to the United Nations in New York ? since the two nations have no formal relations.

"We came to the conclusion that we will need more time and more discussion to reach agreement," said Bosworth, accompanied by Glyn Davies, the U.S. ambassador to the International Atomic Energy Agency, who is taking over the negotiating in future talks. "So we will go back to capitals and consult further."

Beijing, too, wants to revive the stalled six-nation disarmament negotiations. North Korea walked out on the talks in 2009 ? and exploded a second nuclear-test device ? but now wants to re-engage. Last year, Pyongyang also was blamed for two military attacks on South Korea that heightened tensions on the peninsula.

Bosworth talked about a narrowing of differences during the two-day meeting, but provided no specifics.

The first day was held at the U.S. mission to the U.N.'s European headquarters in Geneva. On the second day Tuesday, the two sides met for a "working lunch" of a little more than an hour at the North Korean mission, on the opposite side of Lake Geneva, then talked for one hour more before breaking up.

After the first day of talks Monday, Bosworth also said the two sides were narrowing their differences. The start of Tuesday's closely watched talks was delayed without explanation.

Bosworth said the discussions also "touched on all issues" ? such as urgently needed food aid for the North, families long separated on the Korean peninsula and the remains of troops missing in action.

The U.N.'s top relief official, Valerie Amos, said Monday after visiting North Korea that it was "not appropriate" for the nuclear talks in Switzerland to extend to humanitarian assistance to the chronically hungry Asian country because that aid "must be kept separate from a political agenda."

The U.N. is urging countries to provide $218 million in emergency aid to North Korea.

HBT: Who'll pitch Game 7 for both teams?

Game 3 on Saturday night will always be remembered for Albert Pujols? ridiculous performance, but in the short term, it may be more significant for what it meant for the starting pitchers ? Kyle Lohse and Matt Harrison ? each of whom was terrible.?It?s significant because this series has all of the hallmarks of a seven-game affair, and if we reach a Game 7 Lohse and Harrison are slated to meet up again.

The Rangers don?t seem to have any other ideas or options if that happens. Given Tony La Russa?s penchant for tinkering it?s always possible that he?d throw Jake Westbrook or a short-rest starter or Rick Honeycutt or someone out there instead of Lohse. ?According to Joe Strauss of the Post-Dispatch La Russa has not yet committed to anything but the sense at the moment is that it will be Lohse ? on a short leash ? who gets the call.

Of course, the way this series has gone so far, we?re just as likely to see dueling perfect games from Lohse and Harrison as we are a five-hour empty-the-bullpen affair. ?Did I mention that I love this World Series so far?

Game 4: Napoli has big comeback in Rangers win

ARLINGTON, Texas - Mike Napoli took a mighty swing, tossed his bat aside and trotted around the bases. Fireworks exploded in the air, and Texas Rangers fans cheered wildly.

No wild throws, close plays or missed calls for Napoli in Game 4 of the World Series.

Back behind the plate, Napoli was a calming influence for Derek Holland, the young left-hander who allowed two hits and pitched into the ninth inning of the Rangers' 4-0 victory over the St. Louis Cardinals on Sunday night. The Texas victory evened the World Series at two games each.

"The catcher's huge in a performance like that," Ian Kinsler said. "He kept the rhythm of the game, talked to him a couple of times. He went to the mound to visit a couple of times, kept him on track, got him right back on track."

Napoli also had that big hit.

Although Josh Hamilton put Texas ahead to stay with an RBI double in the first inning, Napoli delivered in the sixth with his three-run homer on the first pitch thrown by reliever Mitchell Boggs.

"I know Boggs has a good sinker. In that situation he's probably trying to get a double-play ball," Napoli said. "I just got a pitch up that I could handle."

The Rangers have Game 5 at home Monday night before returning to St. Louis. They lost last year's World Series in Game 5 without getting to go back to San Francisco.

After a weird Game 3, in which Napoli was in the middle of so much that went wrong for Texas in a 16-7 loss, he promised the Rangers would do what they've always done after losses ? regroup and expect to win the next one.

That they did, with Napoli deserving a lot of the credit.

"It was behind me when I left the field," Napoli said of Game 3. "I didn't really think about it anymore. I knew we had to come here and get a win, so I mean, came back today and went through my routine and let it go."

Cardinals starter Edwin Jackson was pulled after walking Nelson Cruz and David Murphy with one out in the sixth. With Napoli coming up, and fans already breaking into their chants of "Nap-o-li!, Nap-o-li!," St. Louis stalled for some time. Jackson even turned to make a pickoff throw toward second base without throwing a pitch to Napoli before Tony La Russa changed pitchers.

Boggs' first pitch was high in the strike zone. Napoli crushed it, sending it 392 feet down the left-field line to put the Rangers up 4-0.

"He's usually taking pitches trying to work the pitcher, and he just stepped right up there and smashed that ball right over the fence, made it look pretty easy," Kinsler said.

The crowd wasn't satisfied until Napoli popped his head out of the dugout to acknowledge their cheers.

It was the second homer of the World Series and third in the postseason for Napoli, who hit a career-best 30 in the regular season when he also set career highs batting .320 with 75 RBIs.

Traded twice in five days last January to get to Texas after his first five major league seasons with the AL West rival Los Angeles Angels, Napoli turns 30 this winter.

Though Napoli had always been known as an offensive player who could hit for power, he busted a few labels people had put on him with his high average this season and the way he established himself behind the plate.

"He has a real good feel for receiving and a real good feel for what his pitchers are capable of doing, and he did a great job tonight of making sure Holland established his pitches," manager Ron Washington said. "That's the key, just establishing his pitches, all of them. He used everything, curveball, change up, fastball, up, down, out. He did everything, and that's what Nap has brought to us.

"And he also brought a three-run homer," Washington added.

Napoli was a perfect partner for Holland, who had the longest World Series start for an American League pitcher since Andy Pettitte also threw 8 1-3 innings for the New York Yankees in a 1996 game against Atlanta.

"We both have a very strong chemistry with each other," Holland said. "He does a really good job of controlling my emotions, making sure I don't get ahead of myself. ... He was keeping me in check basically."

When closer Neftali Feliz got the game-ending strikeout, Napoli jumped up and thrust his right hand in the air. He then slammed it against his mitt before tossing the ball to Feliz.

It was a much different scene than Saturday night's Game 3 when Napoli played first base for the first time in this World Series.

He made a rushed throw home in the fourth that sailed past catcher Yorvit Torrealba for an error that allowed two runs to score by the Cardinals.

That came in a four-run outburst in the fourth that began when second baseman Kinsler made a wide throw to first to finish what should have been a double play. Napoli reached wide to his left to snag the ball, then with a sweeping motion tagged the approaching runner squarely on the shoulder.

Almost as quickly, Napoli was holding his glove up in front of first base umpire Ron Kulpa in utter disbelief after Matt Holliday was ruled safe.

After the game, Kulpa acknowledged he missed the call. Napoli refused to blame that call for anything, saying he could have minimized the inning by making a good throw.

Less than 24 hours later, he was celebrating a victory in the middle of the infield.

GOP primary now a contest of character (AP)

NEW YORK ? The Republican presidential race has become a no-holds-barred contest over character.

With the pace of the GOP contest quickening, Mitt Romney and Rick Perry are resorting to tough language online and campaigning to undermine each other's credibility and values.

"It's time for you to tell the truth," Perry said during last week's Republican debate, all but calling the former Massachusetts governor a liar.

The Texas governor also is trying to cast Romney as someone who lacks a core set of beliefs, highlighting Romney's shifts on health care and other issues in hopes of dislodging him from atop the field.

Romney is portraying Perry as a dimwitted novice who coddles illegal immigrants and takes liberties with his economic record.

"The great challenges we have we will overcome," Romney said in South Dakota recently, "if we have leaders that will tell the truth, and live with integrity, and who, by virtue of their life experience, know how to lead." It was a suggestion that Perry didn't fit that bill.

The amped-up rhetoric signals a more aggressive phase in the race and sets the tone in the 10 weeks before the nominating contest begins in Iowa in early January. It also illuminates campaign strategies and previews likely attack ads sure to surface on television soon.

But it raised concerns among some Republicans, who fear a drawn-out personal battle between their top contenders will only help President Barack Obama's chances of winning next year.

"I don't like that, I'm not for that. I'm a Ronald Reagan Republican, he didn't think it was smart to attack each other and I don't either," oil billionaire T. Boone Pickens told Fox News last week after Romney and Perry got in each other's faces during the most recent debate.

Argentina votes, Fernandez favored for re-election (Reuters)

BUENOS AIRES (Reuters) ? Argentina's center-left president, Cristina Fernandez, looked set for a blowout re-election victory on Sunday that could lead to more state intervention in the economy.

The combative 58-year-old leader has made a dramatic comeback from low approval ratings that dogged her during much of her first term.

Helped by an economy growing at about 8 percent per year and a feeble field of opposition candidates, pre-election opinion polls showed Fernandez winning with enough votes to avoid a runoff.

This would give her a mandate to continue policies that have riled pro-market farmers and business leaders while locking in the support of average people helped by her generous spending on programs for poor families and the elderly.

"I don't like Cristina's political style but thanks to her I could retire," 74-year-old Ana Rossi told Reuters as she left her polling station in a Buenos Aires suburb. "It's out of gratitude that I voted for her."

Fernandez may also regain the control of Congress she lost in the 2009 mid-term election.

The sharp-tongued former senator has nationalized private pension funds, raised taxes on soy exports and kept quotas on wheat and corn shipments. Growers say such interventionist measures dampen much-needed investment in agriculture, Argentina's top source of hard currency.

The president was swarmed by followers as she voted in her home province of Santa Cruz. She embraced some of them and waved to others with her manicured right hand.

In brief comments to reporters, she defended her policies as having led to solid growth at a time of global turmoil.

"When you look at what's happening in the world, you can feel very proud to be Argentine," Fernandez said.

'HIM'

Fernandez won more than 50 percent of the vote in an August primary election that served as a giant opinion poll because all parties had already chosen their candidates.

Surveys say she has since widened her lead over rivals such as Hermes Binner, a socialist provincial governor who is a distant second in most polls.

To win re-election on Sunday, Fernandez needs at least 45 percent of the vote or just 40 percent with a lead of 10 percentage points over her closest rival.

Fernandez vows to dedicate her second term to the memory of her husband, Nestor Kirchner, who preceded her as president and whose 2010 death sparked a wave of sympathy. "Strength Cristina!" became her supporters' rallying cry.

Kirchner is credited by many for getting Argentina's economy on its feet after a 2001/02 financial crisis. Fernandez plans to "deepen" their economic model in her second term.

Fernandez often tears up when speaking about "him," not needing to say Kirchner's name for people to understand.

An elegant dresser with a taste for high heels, Fernandez struggled with approval ratings of about 20 percent in 2008, when her feud with farmers exploded in massive protests. Profits driven by high grains prices have since calmed growers and many rural areas voted for Fernandez in the primary.

Twenty-four Senate seats are up for grabs on Sunday and 130 seats in the lower house. Most political analysts expect Fernandez to win back congressional control.

Speculation has grown in recent weeks that Fernandez, who has no clear successor, could try to reform the constitution to allow her to run again in 2015. The constitution can be changed only with a two-thirds majority in Congress.

Other South American leaders -- from Colombia to Ecuador to Venezuela -- have changed laws to allow them more time in power. Simply keeping the option open could allow Fernandez to avoid becoming a "lame duck" in her second term.

"Keeping alive the possibility of a constitutional reform, while controversial, is a sound strategy to preserve power," said Ignacio Labaqui, a Buenos Aires-based analyst with emerging markets consultancy Medley Global Advisors.

Moscow jury convicts man in soccer fan's death

MOSCOW - A Moscow jury has convicted a man in the killing of a Slavic soccer fan during a fight last year.

Anger over the killing of Yegor Sviridov on Dec. 6 inflamed ethnic tensions in Moscow and led to riots outside the Kremlin several days later.

About 5,000 soccer fans and nationalists rallied for hours, chanting "Russia for Russians" and a slur against dark-complexioned Muslims from the Caucasus. When police eventually moved in, rioting broke out that injured more than 30 people.

The Moscow City Court said the jury voted 8-4 on Thursday to find Aslan Cherkesov of Caucasus guilty of premeditated murder. Five other men accused of taking part in the fight were convicted of hooliganism and inflicting light bodily injury.

The court set sentencing for Tuesday.

Oakland protesters defy city order to leave

OAKLAND, Calif. (AP) ? Hundreds of anti-Wall Street protesters defied a city order late Friday to leave their campsite at a plaza outside Oakland's City Hall.

The city had given the Occupy Oakland demonstrators an ultimatum to be out by 10 p.m. PDT Friday, but there were no signs of them leaving well after that hour.

Earlier in the day, city spokeswoman Karen Boyd said that the city gave official notice that the protesters do not have permission to remain overnight and that their encampment is breaking the law.

Many protesters said they have no intentions of leaving even though the city announced Thursday that after nearly two weeks it can no longer uphold public health and safety at the site.

Boyd says she expects the protesters to comply and would not comment on what steps the city would take toward enforcing of the law.

There was no sign of police presence immediately after 10 p.m. Friday.

Several cities in the United States and around the world have arrested anti-Wall Street protesters who have failed to leave public areas.

"I'm not going anywhere. They're going to have to come and take me away," said Christopher Dunlap, 23, who said he has been on the City Hall lawn since the first day of the encampment.

While the city will no longer allow protesters to stay overnight at the site, they can demonstrate there from 6 a.m. to 10 p.m., Boyd said.

Earlier Friday, protester Gerry Johnson, 55, who said he has been at the site for more than a week said it's unlikely his fellow demonstrators will leave.

"I'm trying to keep calm," Johnson said. "We're here for a good cause. I think we'll stand our ground."

The encampment has quickly grown from a few dozen tents to more than 150, causing overcrowding and tension. Some protesters moved to another site across town.

Oakland officials repeatedly said the city was committed to allowing free speech, with Mayor Jean Quan proclaiming Wednesday that sometimes "democracy is messy."

However, citing an increasing rat problem, the city made repeated requests for campers to remove fire hazards then cited public urination and acts of violence also as reasons for them to pack up and go.

Boyd said the group was cooperating in the beginning, but things had changed as they "exceeded their ability to address public health and safety issues."

"We have been very clear about the expectations," Boyd said. "It has gotten to a point where individuals can no longer maintain the plaza. It's deteriorated to the point where we needed to take strong action."

The notice to vacate didn't sit well with protesters. Since their arrival, they have created a 24-hour kitchen, complete with pots, pans and a stove as well as areas for health and child care.

Oakland Interim Deputy Fire Chief Lisa Baker toured the perimeter of the site Friday. She said firefighters were threatened and harassed while responding to three 911 calls Thursday.

"Can I talk to your president? Who's in charge?" Baker asked.

Robin Woods, an Oakland Occupy member, replied, "We don't have one. This is a leaderless movement."

Baker said, "Look, we're not trying to be confrontational, but if someone calls 911, they will get the care and service that we provide."

Baker urged Woods to pass along her thoughts to organizers. The two shook hands.

Anderson said that he hopes the city doesn't try to take down the community built by demonstrators.

"This has no corporate ties. This is all public, all people, that's why this is a threat," Anderson said. "This is a peaceful assembly, so therefore if you want to violently come in here, what does that say about America?"

US stocks up after solid corporate earnings news (AP)

Stocks are rising in early trading after several big U.S. companies reported solid third-quarter earnings.

Fast-food giant McDonald's was up 2.6 percent after its profit rose 9 percent, beating analysts' expectations.

Industrial and financial titan General Electric Co. boosted its net income by 18 percent. Microsoft Corp.'s rose 6 percent. Revenue for both companies beat Wall Street estimates.

Verizon said its adjusted earnings were slightly higher than analysts had expected. Shares rose 0.5 percent.

Traders continue to monitor talks between European leaders trying to solve the Greek debt crisis.

The Dow is up 142 points, or 1.2 percent, at 11,684 shortly after the start of trading Friday. The S&P 500 is up 13, or 1.1 percent, at 1,229. The Nasdaq is up 29, or 1.1 percent at 2,628.

LIBYA LIVE: The world considers Gadhafi's end (AP)

Libyan leader Moammar Gadhafi was killed today as his hometown fell to the one-time rebels who ousted him, ending the last vestiges of control for the man once hailed as the "king of kings of Africa."

Here's a running account of the day's developments. The times, which indicate when each update was filed, are local in Libya unless otherwise noted. Libyan time is two hours ahead of GMT and six hours ahead of EDT.

10:29 p.m.

Gadhafi was wanted dead or alive ? and opinion is mixed on which was preferable.

Swedish Foreign Minister Carl Bildt said his country had wanted Gadhafi "captured alive so that he could be brought to justice."

But some suggested that Gadhafi's death worked to greater effect. Shashank Joshi, of London's Royal United Services Institute, said that "a trial would have been an opportunity for him to grandstand. So in some ways, his death is more cathartic."

Outside the Libyan Embassy in London, demonstrators chanted and wept with joy.

"I was crying, I was shouting, I was smiling," said Najwa Creui, a 40-year-old teacher who has lived in Britain for the past 16 years. "It's the day Libyans have been waiting for as long as I have been alive."

During an afternoon Rose Garden address, President Obama spoke directly to Libya's revolutionary rulers and to its people in urging a smooth transition to fair, free elections.

"You have won your revolution," Obama said. "One of the world's longest-serving dictators is no more.

"The dark shadow of tyranny has been lifted. And with this enormous promise, the Libyan people now have a great responsibility."

Vice President Joe Biden says he sees useful lessons in how the U.S. and NATO prosecuted the Libyan mission.

"In this case, America spent $2 billion total and didn't lose a single life. This is more of the prescription for how to deal with the world as we go forward than it has been in the past," Biden said during a speech in Plymouth, N.H.

With confused and sometimes conflicting accounts swirling about Libya, Amnesty International is urging revolutionary fighters to make public the full facts of how Gadhafi met his end.

The London-based rights group says it is essential to conduct "a full, independent and impartial inquiry to establish the circumstances of Col. Gadhafi's death."

The group also is calling on the new government to treat all members of the former regime humanely.

Gadhafi's death is this year's latest foreign policy victory for the Obama administration, including the killing of Osama bin Laden and the recent strike against a radical U.S.-born cleric in Yemen.

While the U.S. briefly took the lead in the NATO bombing campaign in Libya, America quickly took a secondary role to its allies. Obama said the joint international effort showed what can be achieved by collective action

A diplomat speaking on condition of anonymity said the operation could wind up in the next day or two if NATO commanders confirm there's no need for it to continue.

BREAKING: Diplomats say NATO will decide Friday to end the aerial campaign over Libya.

"We want him alive! We want him alive!" one man shouts in video footage of fighters pulling a wounded Gadhafi toward an ambulance by the hair.

Later footage showed fighters rolling Gadhafi's lifeless body over on the pavement, stripped to the waist and a pool of blood under his head.

Gadhafi's death is a major boost for the men who once called themselves rebels and are now leading Libya.

The transitional government got more support today from the Vatican. After weeks of contacts with the new leadership, a Vatican statement says "the Holy See considers it the legitimate representation of the Libyan people, conforming to international law."

Many backers of the one-time rebels say they will need all the support they can get.

"This is only the end of the beginning of the road ahead for Libya and its people," said U.N. Secretary-General Ban Ki-Moon. A U.N. Security Council resolution authorized airstrikes to protect civilians from Gadhafi's regime and led to the NATO campaign that helped push him from power.

Gadhafi is the first strongman killed by his people in this year's uprisings in the Arab world.

President Zine El Abidine Ben Ali, the former leader of Tunisia, fled to Saudi Arabia and was tried in absentia in his homeland. Egyptian President Hosni Mubarak is on trial now. Bashar Assad and Ali Abdullah Saleh are still clinging to power in Syria and Yemen despite daily protests against their regimes.

One comparison might be former Iraqi leader Saddam Hussein, who was found in hiding by U.S. troops. Saddam was tried and hanged by the Iraqi government. Gadhafi's only daughter, Aisha, was a lawyer who helped in Saddam's unsuccessful legal defense.

BREAKING: Obama says Gadhafi's death "marks the end of a long and painful chapter" for Libya, adding that the world can say definitively that Gadhafi's regime has come to an end.

New details are emerging from Gadhafi's last hours, including some that appear contradictory:

Most accounts agree Gadhafi had been holed up with armed supporters in the last few buildings held by loyalists in his hometown, furiously battling advancing revolutionary fighters.

At one point, an 80-vehicle convoy tried to flee the city and was hit by French warplanes, the French government says. The strikes stopped the convoy but did not destroy it, and then revolutionary fighters moved in on the vehicle carrying Gadhafi himself.

Fathi Bashaga, a spoksman for the anti-Gadhafi fighters, says they found Gadhafi wounded in the neck in one vehicle and took him to an ambulance. The former leader bled to death a half-hour later, Bashaga said.

Al-Jazeera television is showing that Gadhafi was captured wounded but alive in Sirte.

The goateed, balding Gadhafi, in a blood-soaked shirt and with a bloodied face, is seen being pushed along by fighters, and he appears to struggle against them, stumbling and shouting. The fighters push him onto the hood of a pickup truck before dragging him away, apparently toward an ambulance.

Amnesty International is calling for an inquiry into Gadhafi's death.

"I'm just going to go out and buy an expensive bottle of champagne to celebrate," says Susan Cohen, who said she's waited for this day since shortly after her 20-year-old daughter was killed in the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland, allegedly at Gadhafi's behest.

Many victims were Americans from New Jersey and New York flying home for the holidays.

"This was sort of like Dracula: Is Dracula really dead?" asked Cohen, of Cape May Court House, N.J.

"It's great now that we know. I didn't want him to go to a trial. When you have a tyrant, a monster like him, we're all better off with him dead. Now there can be no illusion of him ever returning to power."

The price of oil is falling after Gadhafi's death, although it will take months for Libya's oil industry to recover from the months of fighting, and for the full impact to be felt on world markets. Oil fell 33 cents to $85.28 per barrel in New York today.

Hillary Rodham Clinton learned about reports of Gadhafi's death today in Kabul, between interviews with television networks.

Television crews kept the cameras rolling between takes. At one point, Clinton's assistant, Huma Abedine, handed her a BlackBerry to show her the report.

"Wow. Huh," Clinton said. "Unconfirmed."

She noted there had been similar reports in the past and handed the phone back, unaware cameras were rolling. Normally the moments between interviews aren't aired, but network producers apparently decided to go with it.

The bodies of suspected Gadhafi loyalists were outside storm drains where Gadhafi was reportedly found in Sirte. The concrete walls of the drains are spray-painted with graffiti and the earth around them is dry.

In the early days of the revolt against him, Gadhafi promised to fight until "the last bullet."

In 1998, 400 Libyan children were infected with HIV at a hospital in Benghazi. The Gadhafi regime accused five Bulgarian nurses and a Palestinian doctor of deliberately infecting the children.

The medics were arrested, tortured into confessions and eventually sentenced to death, though international experts blamed unhygienic conditions at the hospital for the infections.

After years of wrangling with Europe, Libya released the six in 2007 and they flew to Bulgaria, retracting their confessions.

One of the Bulgarians, Zdravko Georgiev, said Gadhafi's death was not enough:

"Why should I be satisfied? No one will give me back the years spent in prison or undo the tortures sustained."

Britain's jets and helicopters backed the rebels during the NATO campaign, and the government today promised assistance to Libya's new leaders.

"Today is a day to remember all of Gadhafi's victims," British Prime Minister David Cameron said, referring to those in Libya and also the 270 people ? mainly British and American ? killed in the 1988 Pan Am bombing over Lockerbie, Scotland.

The only person charged in the bombing, former Libyan intelligence officer Abdel Baset al-Megrahi, was freed from a Scottish prison on compassionate grounds in 2009 because of illness. He remains alive and in Libya.

Gadhafi's bloodied body was loaded on top of a vehicle and taken to Misrata, a city that was besieged for months by his forces. A large crowd surrounding the vehicle chanted, "The blood of the martyrs will not go in vain."

Russia's presidential envoy to Libya warned that Gadhafi's death may not end the fighting in Libya.

"Today's problem of Libya is not the problem of Gadhafi's life or death," Mikhail Margelov said, according to the ITAR-Tass news agency. "This is a problem of consolidating fragmented Libyan society and of strengthening the armed forces."

Initial reports from fighters said Gadhafi was holed up with the remnants of his forces in the last few buildings they held in Sirte. At one point, a convoy tried to flee and was blasted by NATO airstrikes. It's not clear if Gadhafi died there or in the buildings.

Tomorrow marks two months since Tripoli fell to the rebels and Gadhafi disappeared from his compound in the capital. At the time, their transitional government said they dedicated a special unit of crack fighters to track him down.

There have been rumors of Gadhafi's whereabouts for weeks ? some said he was in neighboring Niger or Algeria, some said he could be in a bunker deep beneath Tripoli.

Today in Niger, Aghaly Alambo, a native of Niger who became a part of Gadhafi's inner circle, said he was watching TV and following the developments closely, but his own sources in Libya had not yet been able to confirm the reports of Gahdafi's capture.

Libyan officials are calling a news conference in Tripoli with Mahmoud Jibril, the prime minister of the transitional government and the highest-ranking official in the capital now. It's scheduled to begin in 15 minutes.

There are celebrations in the streets in Tripoli as reports spread of Gadhafi's capture or possible death. The transitional government summoned journalists more than an hour ago for an imminent news conference, but they still haven't made an official announcement.

In Sirte, fighters who have battled for months to seize control of the country from Gadhafi's forces embraced in the streets and chanted. "The war, it's finished," one fighter said.

A spokesman for Libya's transitional government says Gadhafi has been captured and possibly killed in the fall of his hometown. Information Minister Mahmoud Shammam says he expects the prime minister to make an announcement in an hour or so. Past reports of Gadhafi's death or capture have been wrong.

"The city has been liberated," says Hassan Draoua, a member of Libya's interim government. The Libyan fighters were seen beating captured Gadhafi men in the back of trucks, with officers trying to stop them.
